Connect to the portal as a member of a role that has privileges to create content and publish hosted feature and scene layers.
Open a hosted scene layer in Scene Viewer and modify the scene.

Create and publish an elevation layer.
Scene Viewer in the ArcGIS Enterprise portal contains a default World Elevation Service from ArcGIS Online. However, if you have higher-resolution data you want to use, you can add your custom elevation surface to a scene in ArcGIS Pro, and publish a web scene to create an elevation layer in your portal. If your portal is not connected to the internet and you need to publish and set your own default elevation service for Scene Viewer, as a portal adminstrator you can set your elevation service in the organization settings.
